Richard Bong, the WWII ace fighter pilot who downed forty enemy planes in his P-38 Lightning, is honored on this Commemorative Cover.
On a commemorative cover, the stamp is immaterial; it's only there because the Post Office will not cancel unless there is current postage. The cancellation shows the two stamps on the envelope cancelled from Superior Wisconsin, September 24, 1984 in order to 'freeze' Bong's place and day of birth. In December 1944, Bong was awarded the Medal of Honor, one of the stamps cancelled on this cover.
The cachet (artwork on the envelope) features a full-color portrait of Bong and the P-38 Lightning.
