William Jefferson Clinton.... On January 20, 1997, William Jefferson Clinton was sworn in as the 42nd President of the United States for his second term. Shown here is a genuine Commemorative Inaugural Cover with the postmark "freezing" the date and place that the inauguration occurred. The 32 cents flag stamp serves the purpose of supplying current postage, for without it the post office would not cancel. Note the specially designed postmark of the Capitol Dome created for this 1997 inauguration.
